How to add a Canadian tire levy (EHF or taxe pneu) in Books?

This article will teach you how to load tire recycling fees so they land as their own line, not as GST or QST.
A tire levy is a fee for recycling the tire. Shops also call it EHF, environmental fee, stewardship fee, or, in Quebec, taxe pneu. It is not sales tax. Tire Base adds it as a fee line when a tire is sold, and GST, HST, or QST is calculated on that fee when the fee is marked Charge sales tax. Saskatchewan and Ontario rules say not to label this line "tax".
Steps
- Open Organization Settings → Tax Rates. Set Tax Country to Canada and type CANADA. That step creates the province taxes, the fee services, and the Auto-add Rules. See How to set Canadian GST, HST, PST, and tire levies in Books?.
- If a fee was deleted, click Load levy templates on that same page. Tire Base adds only the missing fee services and Auto-add Rules. Ontario is left blank because each producer sets its own fee. Northwest Territories and Nunavut have no levy.
- Open Products & Services → Services. A loaded fee has EHF Service Fee checked, a Canadian Province, a Tire Category, and Charge sales tax checked. The name is the program label, such as Duty on new tires — diameter ≤33", not the word tax.
- On a quote, work order, or invoice, the province picker chooses the tax. The matching levy is added only when that province equals the fee’s Canadian Province. A Quebec ticket does not pick up a British Columbia fee.
- Quebec templates include two duties: $4.50 when the overall diameter is 33 inches or less, and $6.00 when it is over 33 inches. An LT225/75R16 is the $4.50 duty, so four tires is one $18.00 line. If both Quebec fees attach to the same tire, open Settings → Auto-add Rules and turn off the duty that does not apply. GST 5% and QST 9.975% are still calculated on the fee line because Charge sales tax is on.
- To skip the fee for one customer, open the customer, Canada Tax Settings, and check EHF / tire levy exempt. PST / RST / QST exempt removes only the provincial sales tax. First Nations tax exempt removes GST, HST, PST, RST, and QST.
- To change an amount, edit that service’s price. Load levy templates does not overwrite a fee you already saved. Confirm the dollar amount with the province before you remit it.
- Open Reports → Tire Levy (EHF) for the same period. It lists fee dollars and tire quantity by province and category. GST, HST, PST, and QST stay on the tax report. See How to run the tire levy report in Books?.
